Public Listening Session: Provide Input on Rules Governing Agency Designation for DMH and DAIL

The Vermont Department of Mental Health (DMH) and Department of Disabilities, Aging, and Independent Living (DAIL) seek public input on proposed changes to the administrative rules governing agency designation. Agency designation rules determine the process for agencies to attain and uphold their recognition as community mental health centers and providers of intellectual and developmental disability services. Public and virtual meetings are scheduled for December 7, 12, and 18.

 

The current administrative rules, last reviewed in 2003, could benefit from an update. This revision aims to enhance the document’s accessibility and clarity, fostering a better understanding of the rules among the public and providers. The process involves simplifying and modernizing the language used, and incorporating plain language to make information easier to understand.

 

Three public meetings are scheduled to facilitate public engagement. Meetings are open to anyone, with a special emphasis on engaging with those receiving services and their loved ones.

The in-person options on December 7th and 18th will be held at the Waterbury State Office Complex, Oak Conference Room, 280 State Drive, Waterbury, VT 05671

 

The impact of the designated agencies and specialized service agencies is substantial, reaching a combined total of over 27,000 individuals. The decision to revise the rules represents a pivotal step towards heightened transparency and efficiency.

 

“This initiative reflects the State’s commitment to transparency, equity and accountability,” said Secretary Jenney Samuelson of the Agency of Human Services, which encompasses DAIL and DMH. “Updating the rules makes the regulations transparent for clients and providers – ensuring the State is appropriately regulating a designated system that is critical for thousands of Vermonters. It is a move towards ensuring all Vermonters have equitable access to core services. We look forward to hearing the feedback from the people we serve, and appreciate the partnership of the designated system as we go through this process. ”
